According to some notes recently entered into the evaluation of 4273333,
there has been a regression of that fix in 1.4.1.

Print dialog is modeless because of regression for fix for 4490830. That fix
tries do not disable descendants of current modal dialog. But it isn't ready
for the case when we just disable all windows without any modal dialog (as we do
in print dialog case).
