Committing to merlin release

Not much evidence of large developer demand for this.
Worked examples/JDC articles or blueprints giving rich
examples of utilization of the java.nio.charset API/SPI
would probably serve the developer community better.
de-commit from 1.5 release.

The tool to generate the charsets mapping table has been integrated into JDK7 ws, now we are building most of the mapping tables during jdk build time. Ita's easy now to check in new map file and build a new charset in JDK7 without any external tool. Marked this rfe as "fixed"
