There is no java installed on the browser machine
Java 1.3 Plugin Automatic download problem.
Problem: the plug-in won't automatically download because the install
window region and locales fields do not contain any data.
This bug was previously reported on 5/11/98 as bug 4137104 but closed
as not reproducable. As people are still having problems with this,
as evidenced by comments added to the bug on 8/20/99, 1/26/00, 6/23/00
7/19/00 and 8/22/00,
I have tried this on 3 machines with a variety of software, hardware, and
settings, across the firewall and inside the firewall. Below is the "cleanest"
procedure tried.
I would be willing to work with Sun to debug this, since our planned product
will use the 1.3 plugin and telling them to download the plugin manually is NOT
an option. Is there a debug version that will give more information of what
it is trying to access and what it can't find, or a version that skips the
locale, region stuff altogether?

This bug is occurring with a very similar configuration.
Difference:
1. Running behind a proxy server (always)
2. NTW 4.0 SP3
3. IE 4, SP1 (Version 4.72.3110.8) (minimum)
This is an escalating issue with us.

I got the same problem. But only on Nescape Browser (4.73 or 4.76).
On some machines, even I don't have a chance
to click on the small icon to get to Sun site to download
the plugin since the page containing the plugin just went blank.
Nothing on the screen that I can click on to start downloading
the plugin.

I have the same problem exactly as stated above. Tested it on three
different machines - IE 5 and IE 5.5.
Is there still no solution to this bug?

I have this same problem as well. I have tried IE5 and 5.5
on Windows 95, 98, NT4.0 and 2000. All with the same
problem. This is a show stopper for us and MUST be
resolved quickly or we CANNOT deploy our applets. I cannot
believe that a bug this serious has been open since
August. I'd get fired.
