Although it may seem pointless to use FTP to connect to a server on the same
host, it would be useful for testing applications.

The problem seems to be with the IP address that FtpClient puts in the "PORT"
command. Should it perhaps be modified to 127.0.0.1 when the server is on the
localhost??

EVALUATION

Yes, the code handling the PORT command was commonly using the wrong address.
This is a duplicate of 4107059 which has been fixed in Merlin.
