A DESCRIPTION OF THE PROBLEM :
I have to resolve the following problem:
A customer wich did not agree to create shortcuts the second time wants shortcuts.

How to create?

==> Use the application manager.

When you set
  Shortcut Options:
  When To Create
  to "Always"
and select
  What To Create
  to " Shortcut on Desktop"
and start an application (from the web or the JNLP-cache,
several times each)

no desktop shortcut is created!

This bug can be reproduced always.
