I can not open a file by FileInputStream("filename")
if filename is a unicode String. File exists and i can open it by
NOW OS HAVE FULL UNICODE-SUPPORT for filenames, fonts
etc., but JVM CAN NOT WORK AS UNICODE-AWARE PROGRAM!

I got the same problem. Java is independent-plaform so please make Java independent-langague in any case also.

Please re-open this bug as the JDK still do it not right 10 years later.
It is unicode OS and filesystem and I can read a lot of different filenames, Chinese, Japanese. But except few Latin character.
This bug report page provide nothing useful, what the value of LC_ALL should be? It fail in a classic good looking config.
But it FAIL!
LC_ALL=en_US.utf8 will fail, but it expect LC_ALL=en_US which is not reasonable

I have solved this issue configuring the system locale:
I´m using JDK 1.6 in RedHat 5.5
