Description
This is basically re-opening bug # 4501570, which was closed as a dupe 
of #4723798 (desktop integration in mantis).

Basically this RFE is to fix the dialog that prompts for desktop integration
and leave #4723798 to deal strictly with the integration itself.

Why are end users not asked on a first run if they want shortcuts ?

We have tested this on 100 users and from a System Interative Design
perspective we hit bottom.

Most users do not understand the concept of what it means for an
application to be web centric. They are only interrested in starting and using
their application.

All users tested asked "where is my shortcut ?" after the program had been
downloaded and cached. They all think that the application is installed.

Therefore it would be very nice to have, and a lot less time consuming to ask
the end user on a first run if they would like a short cut.
