A DESCRIPTION OF THE PROBLEM :
Remove (or rename) cacerts file in Java WS directory and the
"Root Certificates" panel in the App Manager (under
"Preferences" comes up blank or not at all.

STEPS TO FOLLOW TO REPRODUCE THE PROBLEM :
1. Remove or rename cacerts file
2. Open App Manager
3. Preferences->Root Certificates panel not there

EXPECTED VERSUS ACTUAL BEHAVIOR :
Hard if not impossible to configure Java WS to use
certificates supplied by user, not by default.  This is a
necessary feature.  The existing situation is a definite
drawback to using Java Web Start.

REPRODUCIBILITY :
This bug can be reproduced always.

CUSTOMER WORKAROUND :
None.  cacerts file must be there

comming up blank makes sence, but "not comming up" is not ok.
the code throws a null pointer exception from KeyStoreManager.java:66
this can be easily fixed in mantis
