A DESCRIPTION OF THE PROBLEM :
Installing the full offline install (same problem with online installer) gets to the point where it says:

Then, another dialog box appeared saying:
Error 1722. There is a problem with this Windows
Installer package. A program run as part of the setup
did not finish as expected. Contact your support
personnel or package vendor.
Here's a dump of the java_install.log:

I've tried this several times and it stops at the same point. I tested the tools.zip file in the directory shown in the log file and it tests fine.
STEPS TO FOLLOW TO REPRODUCE THE PROBLEM :
Download the offline installer.
Install, de-selecting the DEMOS and PUBLIC JRE.
