JUSTIFICATION :
  To support Java project developments in Vietnam. Java has taken root in Vietnam and is gaining popularity as evidenced by the growing number of Java developers and online programming support communities. The current trend towards low-cost, open-source software, primarily Linux operating system, has also helped drive Java�s popularity.

The community of Vietnamese software developers in Vietnam needs Sun's support in terms of implementation of a Vietnamese locale in J2SE and J2EE to facilitate software design of Vietnamese localized applications using Java.

Incidentally, all or most of the infrastructure support and background information needed for implementing locale vi_VN has already been developed and provided by IBM�s International Components for Unicode (http://oss.software. customer .com/icu), specifically:

I've been closely monitoring the rate of adoption of Java in 
Vietnam since 1999. It has been a steady growth with a 
recent min-boom in popularity that coincides with the 
introduction of Java into tertiary education cirriculum and 
regional technological development events. 
I have little doubts that the official support for the vi_VN 
locale will have as much a psychological impact as it will, 
technologically to the fledging Java developer community in 
Vietnam. The decision to support from SUN may well be the 
catalyst that would help the local community to achieve the

languages/locales even though it was born later than Java. 
I'm wondering why Sun is so slow in this issue ? Wake up,

I study Java for one year, just in J2SE but I realize that the

Well I would like to say that English maybe the default 
second language for many Asians, but the region's English 
skills tend to vary greatly between countries as well as

Well, I have just learned Java during the past 4 months. But I 
can say that Java is really easy and useful. I have also 
written a text editor embedded with a simple IME for the 
Vietnamese language. Vietnamese language support is so 
important. So why don't let it happen?

Java has been my choice for the career, and it would be

I'm a Java programmer. I and my coworkers had many 
problems with Vietnamese in Java. Java is being a common

We've been using Java for three years now. We're focusing on 
developing serverside application using java but we met 
considerable difficulties due to the lack of Vietnamese support 
of Java. Large companies and state organizations in Vietnam 
are still waving between Java and .NET. The support for 
Vietnamese with make Java a superior to .NET. We're in deep 
hope that Vietnamese will be included in Java. This will be 
good both for Java community in Vietnam and for Sun to 
expand your market.
We're are in the last steps of the greatest project using Java 
in Vietnam. The project has the budget of 6 millions USD. We 
think that the project will be the pioneer for the use of Java

I know that Sun will launch a new OS based on JAVA. In order

I tried to edit 'font.properties' to change
'sun.io.CharToByteCp1250' --> 'sun.io.CharToByteUnicode'.
Then I can type Vietnamese, but it still so bad.

I'm studying in Indonesia now. I'm building a chatroom 
using JAVA and some e-commerce that include JAVA 
laguage. All of my projects in many languages. 
Because I'm Vietnamese, I know that it's quite

default core font to display Vietnamese letters with 
double-accents. Extended support for calendars,

Support for IMEs on other platforms could be added 
later if these platforms don't have a native support in 
their system native locale, but all systems that have 
native support of Vietnamese should be allow to run

Java is growing fast in Vietnam. My experimental search on 
Google.com.vn and other Vietnamese search engines 
(search.netnam.vn, vinaseek.com) has shown that there are 
more and more Universities and Insitutes in Vietnam teach 
Java as the primary programming language.

The need of support for Locale Vietnamese vi_VN is now
