Bug as described. However this bug does not seem to be a JAI specific issue. Rather it seems that plugins from installed extensions (such as Image I/O Tools) are not picked up in an applet environment by the Image I/O framework in the JDK. Bug 5076692 is filed against this issue.

Verified that when a JDK build with the fix for bug 5076692 (JDK 1.6, mustang, build 56 or greater) is used, the current bug no longer appears.
