http://jplan.sfbay/feature/106 - Provide Chinese localization for JDK tools

The Globalization Engineering team recommends localizing the following JDK components into S.Chinese: InstallShield and jdk tools. 

We recommend not to localize man pages at this time for consistent Solaris user experience. Solaris does not include Chinese man pages.

The following files need to be localized:

install/make/installer/bundles/windows/ishield/sdk/sdk/ISString.idt        6000
Note: we can reuse most of the words from JRE installer. There are only around 300 new words to translate.
