Description
The CD install mechanism is based on swaping out the codebase of the app, for a file url pointing to the directory on the CD.  However, if the application uses the version protocol, the file system will ignore the version requests, and return a non-versioned resource.

We should use a built in convension, so that applications that want to distribute on CD can do so with versioned resources.  This could be done by just setting the responseVersion to the requestVersion, when codeBaseOverride is non null.
