I installed JRE 6 update 03, Netscape Navigator 9 and found this problem too.
But even I log in Windows 2000 SP4 as Administrator, it is still not possible to set "java control panel"->"advanced"-> checkbox for "Default Java for Browsers" to "Mozilla Family".

I installed JDK 6 update 13, FireFox 3.0.8 and get same problem too.
I am administrator in windows vista home preminum with SP1.

I have JDK6 update 13 on and XP and it works fine. Same version on Vista has checkbox "Mozilla family" selected and Java works on FF. However, the checkbox "Windows family" is unchecked and greyed out (not editable) and Java doesn't work in IE8.
PLEASE NOTE: JDK6 is formerly known as Project Mustang
