EVALUATION

There's a bunch of things that need to be done for this:

-create a new media type for jkernel
-remove jm###### feature, which complicates things
-remove jinstallcab target, which complicates things
-pack the new special jkernel rt.jar
-add a KERNEL=0/KERNEL=1 property to the property table
-condition out some unpacks in the InstallExecuteSequence table
-create special $table.idt.kernel to remove the other/extra features from the msi project
