Need an executable wrapper for kernel installer.

EVALUATION

We can use the jinstall code to create a .exe that can do this. 

The jkernel should be an online installer just like the JRE.  I think it's a good idea to always have it be of msi type "consumer".  If the user already has a consumer version of the family installed, the .exe will download the patch msi instead.
