To run tests with javadoc.jar on the boot class path, the following tests need fixing:
test/tools/javadoc/sourceOnly/SourceOnly.sh NEEDS FIXING
test/tools/javadoc/outputRedirect/OutputRedirect.sh NEEDS FIXING
