We need to provide a way for various internal libraries to access
the resources of our bult-in hardware accelerated rendering pipelines.

We will provide a set of internal APIs (can not be used by outside
developers at this point, may be in the future) which allow access
to resources provided by the hardware accelerated pipelines
(d3d and ogl).
