The fix for 6659490 was a bit too aggressive and we need to strike a better balance with respect to the core set of Kernel bundles.

For right now, we should include the intersection of the bundles required for the plug-in and SwingSet2.  Any bundles required by both are extremely likely downloads and there is little point in trying to exclude them.
