EVALUATION

This should be much, much simpler than extending compressed oops to CMS,
which ###@###.### is currently working on. I am however
targeting this to hs14 because it's not practical to expect this work
to be ready before hs13 freezes in a month or so, with more important
work needing to be done for hs13.
