Description
Because of the bad coding in the later revisions of the 1st version of 
libnuma os::Linux::rebuild_cpu_to_node_map() had a problem interacting with 
the library. CPU bitmap size has to be of a certain size.

The bug can cause an incorrect construction of the cpu to node map, which renders NUMA optimizations unusable.
