Fix is to add pubs-rules.gmk files with single pubs-source target to
generate bundle with all other bundles.

The changes you've made are correct.

Still believe we need to add in the bringover targets as well.

And you'll need to add the PUBS_MASTER and ALT_PUBS_MASTER definitions to

      j2se/make/common/shared/Defs.gmk  (and I believe the Sanity-Settings.gmk in the same directory)

Likewise, we'll need to edit the shared perl modules in our build scripts (in 6u14) to set ALT_PUBS_MASTER, that's in

       /java/re/jdk/6u14/nightly/bin/shared/SetupEnv.pm
       /java/re/jdk/6u14/nightly/j4b/bin/shared/SetupEnv.pm
