Mystery is solved!  ;)

The date on win_x64 machines is old (April 2010 !!!):

Finished: Sun Apr 11 10:03:42 PDT 2010

As result files from import JDK is newer (June 27) then built one and the make does not update them with built one.

Since I looked through makefiles I decided to fix few annoying issues:

Makefile:378: target `/Xusage.txt' given more than once in the same rule.
