Sub Tasks

Description
Steps to reproduce: 
1) install fx 
2) launch a non-fx app: javaws http://nicole1.us.oracle.com:8080/JavawsMustangIntegTest/splash/hellojaws_splashicon.jnlp 
3) if we can not see default splash, and execute it again after the app exits, we can not see custom splash screen, bug is reproduced. 

this is jira issue RT-16504

EVALUATION

Load splashscreen.dll from latest JRE if it is missing in deploy home.
