Looks like a bug in the backport of 7078816 to 7u4. In 7u4
workspace, line 98:

TOKENS="nss solaris"

which will override any previous setting of TOKENS.

EVALUATION

7129872 was raised since SecretKeysBasic.sh was failing on all non-Solaris platforms.
Fix for 7129872 is a continuation of fix for bug# 7078816 - /test/sun/security/pkcs11/KeyStore/SecretKeysBasic.sh failure

Removing nss solaris from the tokens resolves the issue.
