Africa      Changes in DST rule for Morocco.

For 2012 only, Morocco will leave DST on July 20th and re-enter it on Aug 20th.

For 2012 only, Morocco will leave DST on July 20th and re-enter it on Aug 20th. 

Our release will not be GA in between them so no need to add this into JDK now.
Will wait for next TZdata release.
