Steps to reproduce:
1. On win7-x86, install the latest deploy 8 nightly bundles http://rehudson.us.oracle.com:8080/hudson/user/in81039/my-views/view/JDK8/job/jdk8_deploy-2-build-windows-i586-product/ws/jdk8_deploy-lastSuccessful/build/windows-i586/bundles/jre-8-ea-bin-b255-windows-i586-04_nov_2012.exe (Somehow this build is gone. I put a copy at http://sqeweb.us.oracle.com/net/sqenfs-1/export1/comp/jsn/users/stephen/tmp/jre-8-ea-bin-b255-windows-i586-04_nov_2012.exe )
2. Open JCP, disable Java (or enable Java if it's previously disabled) then click Apply/OK, if you see two pop-ups, then the issue is reproduced.
