Description
As new language features are being developed for JDK 7, the time comes to change the default source and target levels to 7 from their current values of 6.

EVALUATION

This fix also requires updating the jdk build to be independent of the defaults baked into javac.  This means passing around and using values for -source as well as -target within the JDK build.
