is down because there is a new version of olson database:
ftp://elsie.nci.nih.gov/pub/tzdata2009m.tar.gz

and maybe in short will be another to reflect the Argentina changes (no DST for period 2009-2010).

sorry, the previuos link in incorrect... the correct one is:
ftp://elsie.nci.nih.gov/pub/tzdata2009n.tar.gz

The ftp site keeps only the latest file. That is, tzdata2009m was removed when they released tzdata2009n.
